Transparency Reports highlighting major internet service providers’ handling of illegally filmed content are now available.
It was confirmed that domestic and global internet service providers (ISPs)-including Naver, Google, and Kakao-deleted or blocked 180,000 illegally filmed content last year, such as deepfakes.
This figure represents a twofold increase compared to the previous year. This may be attributed to a rise in reports of digital sexual abuse content, as well as more proactive measures taken by service providers to prevent its distribution.
The Korea Communications Commission (KCC, Chairperson Lee Jinsook) announced on the 4th that the 2024 Transparency Reports on Illegally Filmed Content were released.
The Transparency Reports cover how 81 ISPs, including major value-added service providers (VASPs) such as Naver, Kakao, Google, and Meta, handled illegally filmed content, including deepfakes and child sexual abuse material (CSAM).
The Transparency Reports outlined each service provider’s efforts and measures in place to address filmed materials, duplicates, edited content, composites, and manipulated materials in accordance with the Act on Special Cases Concerning the Punishment of Sexual Crimes, as well as efforts and measures to prevent the distribution of CSAM under the Act on the Protection of Children and Youth Against Sex Offenses.
The following information for each service provider is included in the Transparency Reports.

▲ Establishment and operation of processes to prevent distribution
▲ Assignment and training of personnel responsible for distribution prevention
Those required to submit the Transparency Reports include web-hard service providers and other service providers with annual sales exceeding 1 billion won or more than 100,000 daily users, among VASPs operating in social media platforms, online communities, personal broadcasting, search engines, and other sectors.
Over the past year, the ISPs received 231,261 reports of illegally filmed content?including deepfakes and CSAM?from users and authorized agencies that are permitted to report and request the removal of such content on behalf of users. In response, the ISPs deleted or blocked 181,204 of these cases.
This represents an increase of 86,448 reports (59.7%) and 99,626 deletions and blocks (122.1%) compared to the previous year. The rise in reports demonstrates that society has become more vigilant about digital sexual abuse content, while service providers have proactively worked to prevent its distribution, including through content removal.
Chairperson Lee Jinsook stated, “As deepfake sexual abuse material and digital sex crimes increase due to the rapid advancement of AI services, the efforts of ISPs are crucial in preventing secondary victimization.” She added, “The KCC hopes that service providers will fulfill their social responsibility by diligently publishing Transparency Reports to help establish a safer society.”
Details of the Transparency Reports are available on the KCC website (www.kcc.go.kr), and they are open for anyone to download.
To minimize harm from digital sex crimes, the KCC plans to continue inspecting whether ISPs are implementing technological and managerial measures, such as training of personnel responsible for preventing the distribution of illegal recordings and filtering systems.
