INVESTIGATION BEGINS INTO REDIRECTION TO COUPANG WITHOUT CLICKING
The KCC has started an investigation into disruptive ads; strict legal action, including penalty surcharges, to follow if violations are found.
An investigation has begun into disruptive ads that forcibly redirect users to Coupang.
The Korea Communications Commission (KCC, Chairperson Lee Jinsook) announced on the 20th that it has launched an investigation to determine whether Coupang has violated the Telecommunications Business Act. The company has been causing inconvenience through so-called “hijacking ads” that take internet users to Coupang’s website or app from various websites or social media platforms without their consent.
Since November of last year, the KCC has been inspecting Coupang’s online advertising status, methods, and business structure.
The KCC explained that the investigation was initiated after discovering that the company's ads posted on various websites and social media platforms were causing inconvenience by taking users to Coupang regardless of their intention, and that there were some inadequacies in the company’s procedures for managing its ads.
The KCC also plans to investigate Coupang’s practice of not allowing separate withdrawals from the services of its subsidiaries-such as Coupang Eats and Coupang Play-citing its integrated account management system as the reason. The KCC will look into whether such practices violate the users' rights to terminate contracts under the Telecommunications Business Act.
If any prohibited acts are confirmed during the investigation, the KCC will take strict action, including imposing penalty surcharges and issuing corrective orders, under the relevant laws and regulations.
