Title NO MORE “NUMBER SWITCHING” FOR ILLEGAL SPAMMERS!
Date 2025-08-14 Read 23033
Illegal spammers face a one-year new subscrption ban-“user protection.”

Anyone with a record of sending illegal spam messages will no longer be able to sign up with any mobile carrier.

The Korea Communications Commission (KCC, Chairperson Lee Jinsook) announced on August 13 that it will launch the “Enhanced Subscrption Restriction Measure for Illegal Spammers” on August 14, in cooperation with the Korea Association for ICT Promotion (KAIT, President Yoo Young-sang) and the Korea Internet & Security Agency (KISA, President Lee Sang-Joong).

The measure is part of the “Comprehensive Plan for Illegal Spam Prevention” announced last year by relevant government agencies. It aims to structurally block the transmission of malicious text messages by banning spammers from activating new lines.

Currently, mobile carriers restrict spammers from subscribing for one year. However, illegal spammers have circumvented this restriction through a so-called “number switching” method, exploiting the fact that if they cancel their phone number before the restriction takes effect, carriers no longer retain their cancellation records.

Spammers have been evading the one-year subscrption restriction by repeatedly canceling phone numbers used for illegal spam transmission and signing up for new lines. Accordingly, the KCC and other relevant agencies have required mobile carriers to share information on illegal spammers in real time through KAIT’s network.

Starting in mid-August, this measure will be applied to the three major mobile carriers. More than 60 mobile carriers, including MVNOs, will complete preparations for full implementation by the end of August.

The measure will even be applied to spammers who terminated their phone numbers before the policy takes effect. When a new subscriber has a history of sending spam messages, mobile carriers can retrieve the information via KAIT’s network, and if illegal spam activity is confirmed, the carrier may reject the subscrption request.

The KCC expects the measure to safely and efficiently protect users from harm caused by malicious text messages.
